Mizoram : Council compiles all Acts, Rules and Regulations of CADC

Legislated by the council, a compilation of all Acts, Rules and Regulations were released by Rasik Mohan Chakma, the Chief Executive Member (CEM) of Chakma Autonomous District Council (CADC), on Wednesday.

CADC Chairman H. Amaresh Chakma, other MDCs, heads of different departments and NGO leaders attended the release function, held at the council secretariat.

Costing around Rs.4 lakhs, the District Council Secretariat, CADC, published the book.
Rs.300 per copy, a total of 1,000 copies has been printed.

Digambar Chakma, the council secretary reported that in the last four years, this was the third book of the department.

Rasik Mohan Chakma said, “In introspection, it seems we have partially failed to perform this foremost duty of a legislator as just 25 rules have been legislated in a span of 48 years of the council’s existence”.

Chakma said that CADC waited till 2002 to frame its own Constitution and Conduct of Business Rules, as he pointed towards the lack of understanding about the legislating rule significance.

Made by the Governor for the three ADCs, the CADC worked with the Mizoram Autonomous District Council (Constitution and Conduct of Business) Rules 1974 till 2002, after 28 years of its existence.

16 to 17 rules were legislated prior to his term as CEM, he said.

Till now the council has passed 8 rules which awaits approval of the Governor, said Chakma.

He further said, “The duty does not get over with mere legislation of rules. Implementation of the rules has to be ensured by the Executive, of which the ministerial staff including all the officers assembled here are a part.”

The staff members were requested to be thorough with the rules so as to help the decision-makers in taking better decision.
