The All Assam Students’ Union’s Dhemaji district unit has reiterated its demand that the State government complete the unplugged portion of the Jiadhol River embankment during this lean season. In this regard, AASU president Dipak Kumar Sarmah and general secretary Kalyan Gogoi of the Dhemaji district unit have urged the Dhemaji Division of Water Resources Department (WRD) to take immediate action.
In 2007, the ravaging flood caused by the Jiadhol River, also known as the ‘Sorrow of Dhemaji,’ breached its embankment at Dihiri Chapori, stretching from Tekjuri Barman Gaon to Kumatiya Railway Bridge. The flash floods of that year ravaged two villages, Kekuri Chapori and Dihiri Chapori. Since then, the embankment has remained unplugged, and the river has begun to flow through the breached section, diverging from its original path. Every year, floods caused by the river have severely impacted a larger area under Paschim Dhemaji, including Jiadhol, Chamarajan, Naruwa Than, Ghuguha, Batghoriya, Butikor, Jiadhol Chariali, and many other villages in the Ghilamora area of Dhakuakhana subdivision of Lakhimpur district. Since 2007, the river’s flood has eroded an extensive stretch of the embankment, covering nearly 8 kilometres, as well as the homes of a number of families living in various villages under the mentioned areas in the years that followed. Various Dhemaji organisations, including AASU, have repeatedly demanded the construction of an eroded embankment to permanently resolve the perennial flood caused by the Jiadhol River in recent years. Dhemaji AASU sent a message to the government in 2014 by constructing an embankment with the help of flood victims.
However, the WRD’s Dhemaji Division has been implementing a scheme titled “Immediate Measure for Restoration of Jiadhol L/B Embankment from Barman Gaon to its downstream (Ch- 8200 to Ch- 10,200)” with a fund of Rs. 4,99,00,000 sanctioned in the 2020-22 financial year to construct the 2km of that embankment.
The WRD’s Dhemaji Division has recently adopted a new scheme worth around Rs. 49 crores to repair the river’s eroded embankment. The scheme is currently in the NIT (Notice Inviting Tender) stage, as far as we know. In light of this, the AASU’s Dhemaji district unit has urged the WRD to complete the scheme’s official processes as soon as possible so that the scheme can be implemented before the next rainy season arrives.
On the other hand, on January 4, a delegation from the AASU’s Dhemaji district unit, led by president Dipak Sarmah, general secretary Kalyan Gogoi, State committee organisational secretary Manturaj Baruah, and executive member Rajib Gogoi, inspected the implementation work of the scheme titled “Immediate Measure for Restoration of Jiadhol L/B Embankment from Barman Gaon to its downstream (Ch- 8200 to Ch- 10,200).” Dhemaji AASU claimed irregularities during the scheme’s implementation after the inspection.
“The plan has not been implemented as planned. The embankment was built with sand rather than removing the ground’s sandy layer. We want to make it clear that the scheme must be implemented as planned. Every penny of the fund set aside for the embankment’s construction must be put to good use. The WRD’s Dhemaji Division must provide relief to flood-affected people who are afraid of flooding in the coming rainy season. Any misappropriation of funds during the implementation of the scheme will not be tolerated “In a statement, Dipak Sarmah and Kalyan Gogoi said.
