Centre issues gazette notification to unify eight Indian Railways services

The Indian Railways Management Service (IRMS), which will unify eight existing services of the national transporter, has been notified by the Ministry of Railways, more than two years after it was announced.

A gazette notification issued by the ministry on February 9 stated, “In pursuance of Cabinet’s decision dated 24.12.2019, there shall be creation of a new Group ‘A’ Central service called Indian Railway Management Service.”

The cabinet committee on economic affairs (CCEA), chaired by Prime Minister Narendra Modi, announced the merger of eight existing Group A services into a single unified central service, the IRMS, in December 2019, with the goal of ending “departmentalism” in railways.

The Indian Railway Service of Engineers (IRSE), Indian Railway Service of Mechanical Engineers (IRSME), Indian Railway Service of Electrical Engineers (IRSEE), Indian Railway Stores Service (IRSS), Indian Railway Service of Signal Engineers (IRSSE), Indian Railway Traffic Service (IRTS), Indian Railway Personnel Service (IRPS), and Indian Railway Accounts Services are among the services that are being merged (IRAS).

The Railway Protection Force (RPF) and the Medical Service Department will be the only departments left after the unification (MSD).

The reform, which was proposed by then-railway minister Piyush Goyal, will be implemented at all levels, from Junior Scale to Higher Administrative Grade (HAG) plus. As many as 27 General Manager (GM) positions have been upgraded to ‘apex’ grade as a result of this. Promotion to the apex grade of eligible officers in the former services will also be ensured.

In addition, only IRMS officers will be eligible to serve on the Railway Board as functional members/CEO.
